Persistent rain continues to fall across Penrith with some 120mm expected today.
Moderate flooding is possible along the Nepean River at Penrith during the day today.
Warragamba Dam commenced spilling around 3pm Saturday after reaching full capacity.
River level rises have also been observed along the Nepean River.
The Nepean River at Penrith was expected to reach the moderate flood level (7.90m) earlier this morning with further rises possible.
At this stage any impact on Penrith itself is expected to be minimal, but locals are urged to continue to monitor warnings and the media.
NSW SES is directing people within the northern end of low lying areas of Agnes Banks to evacuate the high danger area using the Castlereagh Road Evacuation Route.
The evacuation is for all properties within the area of the area on the Hawkesbury River that contains Yarramundi Lane, Crowleys Lane and Inalls Lane.
If you remain in the area after 12pm today you may be trapped without power, water and other essential services and it may be too dangerous to rescue you.
An evacuation centre has been established at Richmond Club, East Market Street, Richmond.
The rain is causing problems on the roads, with localised flooding across the Penrith Local Government Area.

Local residents are being urged to avoid any unnecessary travel today and to be aware of potential flash flooding on the roads.
Federal Lindsay MP Melissa McIntosh yesterday joined SES Penrith and local volunteers in preparing sandbags to protect vulnerable areas from rising floodwaters.
“I’d like to thank all our brave, selfless emergency services personnel and local volunteers who have rallied to protect our community and keep us safe,” Ms McIntosh said.
“I urge everyone to stay up to date with the latest official information.
“The advice from our SES is to stay out of rising waters, never drive or attempt to walk through floodwaters, and continue to monitor for regular updates.”
