A Planning Panel will have the final say on a $250 million plan to build hundreds of apartments near the Caddens Corner Shopping Centre.

Caddens Estate Pty Ltd is proposing to demolish the current car park at the shopping centre and build 469 residential apartments across 18 buildings.

The staged development would ultimately see the current Caddens Corner car park demolished with spaces moved underground.

The apartments would be build to the east of the current shopping centre.

Penrith City Council does not support the proposal.

In a 44 page assessment report, Council outlines a vast array of reasons why it believes the the development should not go ahead.

The Sydney Western City Planning Panel is due to meet on Monday to determine the fate of the plan.
